（中央社記者唐佩君台北20日電）國內學者賴怡忠今晚發出聲明稿，表示有媒體報導他上午在南海記者會說政府處理仲裁案集體弱智，他說明雖不認同若干處理，但沒印象指控政府弱智。
有媒體報導，賴怡忠上午在一場「媒體請勿任意仲裁南海仲裁案！」記者會上，指政府必須要說明為何一方面說要遵守國際海洋法，但另一方面卻又不接受仲裁的原因，指他說「政府在處理南海仲裁案上，呈現集體民粹、弱智。」
賴怡忠晚間發出聲明稿表示，「今天記者會中，我對我說的話負責任。我個人不認同若干處理，但我沒印象我指控政府弱智。如果我真有這麼說，我也將其收回，並向相關人士表達歉意。畢竟對政策的看法可以有所不同，但情緒性的指摘還是不對的，我也應避免用情緒性語言討論政策相關議題」。1050720
